NEWPORT NEWS, Va. — A major military housing investment is set to bring new residential towers, commercial space and hundreds of millions of dollars in development to Newport News.

The Department of the Navy announced a $1.7 billion agreement with Hunt Military Communities aimed at expanding and modernizing housing for thousands of sailors across Hampton Roads.

The five-year plan calls for the construction or renovation of housing providing 8,098 beds across Newport News, Norfolk and Virginia Beach.

A significant piece of that investment will take place in Newport News.

Two 17-Story Towers Planned

The Newport News project, known as HomePort Hampton Roads 2, is estimated at approximately $450 million.

Plans call for two 17-story residential towers with approximately 750 two-bedroom rooms in each tower, along with a 1,050-space parking garage and commercial space on the ground floor.

The development is intended to provide housing for approximately 1,500 sailors near Newport News Shipbuilding and replace the aging Huntington Hall berthing facility.

The Navy's FY2026 military construction documents previously identified the Newport News component as a new privatized housing facility near Newport News Shipyard designed to accommodate 1,500 sailors.

Part of a Larger Hampton Roads Investment

Newport News is one piece of a much larger effort to improve housing for junior sailors throughout Hampton Roads.

The overall plan includes projects at Naval Station Norfolk, Naval Air Station Oceana and Joint Expeditionary Base Little Creek-Fort Story in addition to the Newport News development.

According to the Navy, the agreement was signed July 1 and is expected to deliver the new and renovated housing over a five-year period.

The Navy says the use of private capital is expected to save taxpayers more than $325 million compared with other approaches to delivering the housing.

The Commonwealth of Virginia and City of Newport News are also involved in supporting the project.

What It Means for Newport News

Beyond providing housing for sailors assigned to the area, the project represents a significant new development for Newport News.

Two 17-story towers would add substantial residential density near the shipyard, while the planned ground-floor commercial space introduces a retail component to the project.

With an estimated $450 million investment in the Newport News portion alone, HomePort Hampton Roads 2 will be a development worth watching as plans move toward construction.

Next Real Development will continue tracking the project as additional plans, construction timelines and commercial details become available.
