Hampton could soon see nearly 400 new residential units move forward as City Council prepares to consider several development requests across the city.
Three proposals scheduled for consideration include new apartments near Coliseum Central, another multifamily project near Hampton High School, and a combination of single-family homes and townhomes near North Mallory Street. The Hampton Planning Commission has recommended approval of the related permits and rezoning requests.
255 Apartments Proposed at Former Cinema Cafe Site
The largest proposal would redevelop the former Cinema Cafe property on Von Schilling Drive.
The plan calls for 255 apartments spread across three four-story buildings. Canopy Development principal Hal Yuill previously described the project as Class A luxury apartments.
The project would replace the vacant former theater site with a sizable new residential development in the Coliseum Central area.
For the surrounding commercial market, the addition of hundreds of residents could also be significant. More households within the district could support nearby restaurants, retailers and service businesses while continuing the area's evolution beyond its traditional concentration of large commercial properties.
68 Apartments Proposed on West Queen Street
A second proposal calls for a 68-unit apartment building on West Queen Street, nearly across from Hampton High School.
Plans currently call for one four-story building. The developer is seeking both the necessary use permit and rezoning, and a project representative told WTKR that the goal is to begin construction in April 2027 if approvals and subsequent planning proceed as expected.
75 Homes and Townhomes Near North Mallory Street
The third development would bring a different type of housing to the city.
The proposal includes 40 two-story single-family homes and 35 two- and three-story townhomes near North Mallory Street along Sargeant Street and Lawrence Avenue.
Plans also include a small lake, private street, alleys, landscaping and a path around the lake.
Nearly 400 Units Combined
Together, the three proposals represent 398 potential new housing units:
255 apartments + 68 apartments + 40 single-family homes + 35 townhomes = 398 units.
The proposals come as Hampton continues to see residential and redevelopment activity in several areas of the city. A city spokesperson told WTKR that factors contributing to development include increasing manpower at Langley Air Force Base and the city's public schools.
The projects have not received final City Council approval yet. Hampton City Council is scheduled to meet Wednesday, August 12, with the city's official agenda listing development-related applications among the matters to be considered.
